트럼프 대통령 부부는 26일 미중 정상회담 마지막(3일째) 일정으로 국빈방문 중인 시진핑 주석 부부를 미국 국립문서보관소로 안내했다.
여기서 1844년 왕샤조약 문서, 1858년 톈진조약 문서, 1895년 광서제가 클리블랜드 대통령에게 보낸 서한, 1951년 대일평화조약(샌프란시스코 강화조약) 문서, 만리장성 돌조각 등을 함께 관람했다.
이 일정에 대해 싱가포르경영대 로스쿨 헨리 가오(Henry Gao) 교수가 SNS에서 “트럼프가 사실상 시진핑을 협박한 것”이라고 평가했다. 아래는 가오 교수가 SNS에 올린 글전문(번역)이다. (편집자)
이번 정상회담에서 가장 중요한 시사점은 주류 언론 보도에서 사실상 전혀 주목받지 못했다: 제시된 역사적 문서들이 중국의 외교적 기억 속에서 대단히 굴욕적인 것으로 여겨진다는 사실이다.
* 1844년 왕샤조약(望廈條約)- 공식 명칭은 ‘미중 간 평화ᄋ친선ᄋ통상 조약’이지만, 중국에서 미중 간 최초의 불평등조약으로 널리 여겨진다. 1858년 톈진조약(天津條約) 역시 마찬가지로 인식된다.
* 1895년 광서제(光緖帝)가 그로버 클리블랜드 대통령에게 보낸 서한 역시 그에 못지않게 의미심장하다. 이 서한은 청일전쟁 당시 협상을 중재했던 주중 미국공사 찰스 덴비(Charles Denby)에게 공식적으로 감사를 표한 것이었다. 그러나 정작 덴비는 청 조정을 압박해 그의 아들이 초안 작성을 주도한 것이나 다름없는 참혹한 시모노세키 조약을 받아들이게 만들었으며, 이 조약으로 대만을 일본에 할양했고, 오늘날까지도 중국의 ‘백년국치(百年國恥)’를 상징하는 핵심 사건으로 남아 있다.
* 무엇보다 가장 두드러진 것은 1951년 샌프란시스코 강화조약이었다. 지난해 11월 마오닝(毛寧) 중국 외교부 대변인이 밝혔듯, 이 조약은 일본과의 단독 강화를 성사시키기 위해 중화인민공화국과 소련 등 주요 2차대전 연합국들을 배제한 채 체결됐다. 그녀는 이것이 1942년 연합국 선언, 유엔 헌장, 그리고 국제법의 기본 원칙들을 위반한 것이라고 주장했다. 이에 따라 베이징은 이 조약 중 대만이나 중국의 영토 주권에 관한 어떤 조항이든 “전적으로 불법이며 무효”라는 입장을 고수하고 있다.
베이징의 시각에서, 트럼프가 이 문서들을 내보인 것은 단순한 역사 수업이 아니라 워싱턴이 다음 번에 기대하는 굴복의 종류를 암시하는 위협적인 예고편이었다. 이런 문서들에 대해 중국 관영매체에서 단 한 마디도 찾아볼 수 없는 것도 당연하다.

The most significant takeaway from the summit went virtually unnoticed in mainstream coverage: the historical documents presented are considered deeply humiliating in Chinese diplomatic memory. 1. The 1844 Treaty of Wanghia—despite its official title, “Treaty of Peace, Amity, and Commerce between the US and China”—is widely regarded in China as the first unequal treaty between the US and China. The 1858 Treaty of Tientsin is viewed in much the same way. 2. “The 1895 letter from the Guangxu Emperor to President Grover Cleveland” is equally revealing. The letter formally thanked Charles Denby, the American Minister in Beijing who mediated negotiations during the First Sino-Japanese War. Yet Denby pressured the Qing court into accepting the catastrophic Treaty of Shimonoseki—a settlement largely drafted by his son, which ceded Taiwan to Japan and remains a central pillar of China’s “Century of Humiliation.” 3. Most striking of all was the 1951 Treaty of San Francisco. As Chinese Foreign Ministry spokesperson Mao Ning stated last November, the treaty excluded major WWII Allies such as the PRC and the Soviet Union in order to conclude a separate peace with Japan. She argued that it violated the 1942 Declaration by United Nations, the UN Charter, and fundamental principles of international law. Accordingly, Beijing maintains that any provisions in the treaty concerning Taiwan or China’s territorial sovereignty are “entirely illegal and null and void.” In Beijing’s eyes, Trump displaying these documents wasn’t a casual history lesson—it was a menacing preview of the kind of capitulation Washington expects next. No wonder you won’t see a single word about them in Chinese state media.
